What the conversion actually does
The image is embedded into a PDF page without being re-encoded. A JPEG's compressed data can be stored directly inside a PDF, which means the picture in the resulting document is bit-for-bit the picture you started with โ converting a photo to PDF costs no quality at all.
What the tool decides is the page geometry: how large the page is, where the image sits on it and how the two are scaled relative to each other. Those choices are what separate a PDF that prints correctly from one that comes out with a white border down one side.
Pixels, points and why print size is not pixel size
PDF measures pages in points, where 72 points make an inch. An image has pixels but no inherent physical size, so placing a 3000ร2000 photograph on a page requires choosing a scale. Fit it to A4 and it prints at roughly 250 dpi, which is sharp. Fit the same page size with a 600ร400 screenshot and it prints at 50 dpi, which is visibly soft.
This is why a document that looks perfect on screen can disappoint on paper. Screen display resamples freely; print does not. If the output is destined for a printer, start from the largest version of the image you have rather than from a copy that was already resized for the web.
Orientation, margins and multiple images
Matching page orientation to image orientation avoids wasted space: a landscape photo on a portrait page leaves broad empty bands above and below, and shrinks the picture for no benefit. Where several images are converted at once, each becomes its own page, so a set of receipts or a photographed multi-page document arrives as a single ordered file rather than an email full of attachments.
Margins are a genuine choice rather than a default worth ignoring. Edge-to-edge images look right on screen but many desktop printers cannot print to the paper edge and will either crop or scale the page, so a small margin is safer for anything you intend to print.
Why PDF is worth the extra step
A PDF fixes the arrangement of what it contains. Images sent as loose files arrive in whatever order the mail client feels like, open in whatever application the recipient has, and can be reordered accidentally. A PDF opens identically everywhere and keeps its page order, which is why almost every institutional upload form asks for one.
It also groups. Ten photographs of a signed contract are ten things a recipient can lose track of; one PDF is one thing. For submissions, applications and anything filed by a person with a lot of documents to process, that alone is worth the conversion.
Size expectations and privacy
Because the JPEG data is embedded rather than recompressed, the PDF is approximately the sum of the images plus a small structural overhead. A PDF built from twenty phone photographs will be large, and compressing the images before conversion is the sensible way to control that โ compressing the PDF afterwards costs quality that conversion itself did not.
